IMEI is one of the parameters that are analyzed by the anti-fraud system of a GSM operator. This is a unique number assigned to each mobile phone or GSM module. During VoIP termination, when SIM cards are loaded from one gateway to another, the card's IMEI number changes each time. This raises the antifraud systems' suspicion; after all, a real subscriber rarely reinstalls a SIM card from one phone to another.
